Jacobi!Master question

It's not discussion time, and maybe there's a simple, canonical answer for this. But if not, indulge me with your speculations, since it's still Jacobi!Master challenge month!

How exactly did the Time Lords resurrect the Master during the Time War? (What did they "resurrect" him from? If they "re-loomed" him, what was their blueprint?) If you're going to say "biodata from the matrix" - how did that get there, and how "up-to-date" would biodata of the Master be? Would he be able to remember falling into the Eye of Harmony? Your opinions, show me them!
