If it hadn't been rec'd already, I would also be recommending the excellent and highly narrative Cold Comfort for Change , by
birdsarecalling ("In a universe where the Master works for the Celestial Intervention Agency, the Doctor inevitably finds himself on the wrong side of the law."). As it has been, I'll content myself with one final rec instead of two.
Title: Any Time At All
Pairing: Eight/Roberts!Master
Length: 4325
Author's Summary: "It hadn't been a brilliant plan, or a complicated plan, or even a particularly devious plan. The Master had just retrieved the Doctor's bag of miscellanea from the stupid Asian child who had stolen it, looked inside, and found a smaller bag, all white and crumpled and full of little candies."

Why this must be read:
This is a sort of redemption story, I suppose, but it's funny and strikingly poignant rather than schmaltzy. It's weirdly convincing because it's worked out, carrying us from initial resistance, through negotiation and then to an excellent resolution. Even incapacitated, this Eight still manages to be well characterized. He's really weak in this because of the amnesia issues, yet incredibly strong, because he manages to be so effective and manipulative even in that state*. "In that instant he is perfectly himself, old and wise and silly and kind." Lovely.
Excerpt:
"Who am I?" the Doctor asks him.
"You're the Doctor." The Master strips a pair of wires with unnecessary force. "You're also a pain in the ass."
"Who are you?" the Doctor asks him, unperturbed.
"I'm the Master. I'm your Master."
"Are we married?" the Doctor asks him.
"Holy shit, what?" the Master, who really needs to get a handle on this American thing, says. "I'm your fucking arch-nemisis. Why would you even ask that?"
"You seem to spend a lot of time handcuffing me to things," the Doctor says, "and I didn't think you were my parole officer."

*If you've read the fic, there's an interesting debate to be had on this point, specifically the timing of the Spoilery Ending Revelation.
