It's meant to be a drawring of the Doctor/Master or Theta/Koschei dancing, hence the title. They don't have faces because i am rediculously pathetic at facial features, to me it looks like their dancing, maybe not to you all, virdicts are appriciated.

It's either of Ten/Simm!Master or my rendition of Theta/Koschei. The symbols at the top mean 'Theta Sigma' and the ones at the bottom mean 'Psi Epsilion' in greek.
