Fic Search: 10th Doctor in an insane asylum, would-be politician Master, Donna involved

 I am starting off my posting here with a fic search, resulting from a conversation I had on the Anon Kink/Porn/Request Meme. The conversation was started by an anon, after said anon commented that one of the recent prompts reminded her of an awesome fic, but she couldn't find the link to that fic. I remembered reading that fic, but even after searching what probably was the entire comm, I didn't find it. The anon did the same with the Prydonian, but also came up empty, unfortunately. And that's why I'm doing a fic search!

Anon's Description of the Fic: "...a fic where the 10th Doctor was the only one in an asylum, imagining he was running around with Donna and the Master, and in the real world the Master was a would-be politician. It was truly excellent, except I can't seem to find a link..."

Note: even though I didn't find the fic on best_enemies when I searched for it, I do have faint memories of reading the fic on LiveJournal. Yes, that makes no sense. *sigh*

Okay, you guys. I know with nine hundred percent certainty that this idea has been done before and is probably lame. But gosh darn it, for some reason I can't actually find it and I wanted to give it a go myself. Remember to HEED THE WARNINGS.
 
Also, I'm not exactly sure how kosher crossover fics on this comm are?  I promise this one is basically purely Doctor/Master, the focus is Doctor/Master, and the result is Doctor/Master, but if for whatever reason this is somehow Not Kosher to Comm, let me know, and I will make it vanish forever.
